TINJAUAN KEPEMIMPINAN DAN PENGGUNAAN KEKUASAAN TERHADAP RESPONSIVITAS PELAYANAN PUBLIK
ABSTRACT
Leadership plays important role to affect individual or group activities to achieve an objective in certain situation. A leader must be demanded to be wise and able to persuade the behavior of others, particularly the constituent, to achieve the organization objectives. In other words, leadership refers to a key/driver to ensure the success of organization. The leader takes responsibility to direct the constituent toward organizational objective. Therefore, leader must have vision and certain styles, with consistent behavior pattern, to give an inspiration to the constituent through the trust to organization mission. Meanwhile, being as someone with ability to persuade others toward organization objective, a leader should have a power and use it effectively. Successful leader will be one with power over the constituent and can give anything order to be charged into the constituent. In fact, some problems occur from internal management, in which it usually needs leader to solve and search for resolution immediately. It relates to public service finally affecting directly or indirectly the responsiveness to the organization based on the authority. Responsiveness constitutes an ability owned by public organization to recognize the public demand, to prepare the agenda and service priority, and to develop public service programs based on public demand. The responsiveness in the public organization may increase public satisfaction to gain public service managed by Local Government, especially to obtain the ideal public service quality model based on local characteristic.
